As in many other cities, most new jubs are outside the city - even beyond the county. Over 30 years from 1970, Milwaukee County jobs increased by less than 5,000 jobs (a 10.5% increase) while nearby Waukesha County added nearly 150,000 jobs (a 178% increase.)

Public transit systems are county-based with limited access from Milwaukee to other counties.

Prisoner Re-entry

A large proportion of those returning from prison are returning to the Making Connections community – 244 in 2003.  The rate of re-entry to the adult population is three times the rate for Milwaukee County .   Those re-entering are also much more likely to be young and African American.
