The Washington Park Plan Area represented a return to the original focus area, but it was adjusted to recognize market realities -- including both sides of North Avenue, excluding blocks at the western edge to the east of the railroad corridor, inclusion of an area targeted by Harley Davidson south of Planning Area 11.
